Garter stall plate of Thomas [Burgh], 1st Baron Burgh, KG

A large irregular plate of copper. The arms are: Quarterly: 1st and 4th, Azure three fleurs-de-lis Ermine (for Burgh);

2nd and 3rd, quarterly: i and iv, or a Lion rampant Azure (for Percy); ii and iii, Or three Pales Sable (for Strabolgi). The

helm is silver garnished gold and covered by a deep blue mantling with ermine lining. The torse is blue and black and

the crest: a Falcon Argent beaked legged and ducally gorged Or. The ground of the plate is cross-hatched and

enamelled black.

Member of Parliament for Lincolnshire 1467 and 1478; Knight of the Garter 1484; although it is generally accepted that a writ of summons was issued to Sir Thomas Burgh in 1487, there does not appear to be any proof of him having sat in any Parliament - if this is the case then the Barony of Burgh would commence with the writ of summons issued to his grandson, Sir Thomas Burgh, on 2 Dec 1529 as his son, Sir Edward Burgh, was never summoned to Parliament

On the death of Robert Burgh the Baronies of Burgh, Strabolgi and Cobham of Sterborough fell into abeyance between his four sisters: (1) Hon Elizabeth Brooke, wife of Rev Hon George Brooke (4th son of William [Brooke], 10th Baron Cobham of Kent) and later of Francis Reade, 2nd son of Sir William Reade, of Osterley, co. Middlesex;  (2) Hon Frances Burgh, later wife of Francis Coppinger; (3) Hon Anne Burgh, later wife of Sir Drue Drury;  and (4) Hon Katherine Burgh, later wife of Thomas Knyvet, de jure 5th Baron Berners.

 

In 1909 Cuthbert Matthias Kenworthy, Dr Reginald Gervase Alexander, and Lt Col Alexander Henry Leith, petitioned the Crown to end the abeyances in the Baronies of Burgh, Strabolgi and Cobham of Kent.  No mention was made of the Barony of Cobham of Sterborough. Mr Kenworthy and Dr Alexander claimed jointly as co-heirs and Lt Col Leith claimed as senior co-heir. The parties were not in opposition - indeed, counsel announced that the evidence was being used in common; and it does not appear that any particular barony was specially desired by any one of the petitioners. On 23 July 1912 the Committee for Privileges reported favourably on Burgh and Cobham of Kent, subject to the attainder of the latter being reversed. Strabolgi was adjourned sine die for the production of further evidence. After a rehearing the Committee reported favourably on 7 May 1914.

 

The decision of the Committee for Privileges in respect of the Barony of Burgh was as follows:

 

1. That the Barony of Burgh is an ancient Barony in fee.

2. That it is proven that Sir Thomas Burgh sat as a Peer in Parliament next after Lord Windsor in the year 1529 and that the said Sir Thomas Burgh was from that time entitled to the Barony by Writ descendible to the heirs general of his body.

3. That upon the death in or about the year 1600 of Robert Burgh the fourth Lord Burgh the Barony of Burgh fell into abeyance among his four sisters and coheirs, namely:

i. Elizabeth who married George Brooke;

ii. Frances who married Francis Coppinger;

iii. Anne who married Sir Drue Drury; and

iv. Katherine who married Thomas Knyvett.

4. That the coheirs of the first Thomas Burgh aforesaid and the said Robert Burgh are the following persons:

i. The Petitioner Alexander Henry Leith;

ii. John Francis Byde Russell, who has presented no petition and makes no claim;

iii. The Petitioner Reginald Gervase Alexander;

iv. The Petitioner Cuthbert Matthias Kenworthy;

v. The heir or heirs (if any) of the said Frances Coppinger who died in or before the year 1619;

vi. Emma Harriet Baroness Berners, who has presented no petition and makes no claim; and

vii. The heir or heirs (if any) of Lucy Knyvett who married Thomas Holt and John Field and died in the year 1740.

5. That the Barony of Burgh is in abeyance and at His Majesty's disposal.

 

There are two points to make on this decision:

a. The date of 1529 is based on a College of Arms manuscript containing an account of the opening of Parliament on 3 November 1529, in which it is stated that "the Lord Burgh made his first entry into the Parliament chamber." However, in the course of the proceedings there was very definite agreement between the parties and the Committee that the manuscript was not being introduced as evidence.

b. The decision refers to Robert Burgh as the fourth Lord Burgh - but the later 7 May 1914 decision on the Barony of Strabolgi refers to him as "Robert Burgh, sixth Lord Burgh", thereby tacitly accepting the creation of the Barony of Burgh in 1487 rather than 1529.

 

Following the decision of the Committee for Privileges, on 5 May 1916 the abeyance of the Barony of Burgh was terminated after 314 years in favour of
